Title Application Under Penalty of Perjury A person applying for an Indiana certificate of title for vehicle must submit application on a form furnished by the Indiana Bureau of Motor Vehicles that contains full description of vehicle, statement of applicant's title and any lien or encumbrance on vehicle, and any other information required by Bureau. See Indiana Code  9-17-2-2
By law, this application form requires applicant to swear or affirm, under penalty of perjury, that the information submitted is true and correct. See Indiana Code  9-17-2-3
Transfer Requires Assigned Title   If a vehicle for which an Indiana certificate of title has been issued is sold, or transferred, the person who holds the certificate of title must endorse on certificate an assignment of  title, with warranty, in a form printed on the certificate, with a statement describing all liens or encumbrances on vehicle.
Delivery of Certificate With certain specific exceptions, the seller must deliver the certificate of title to purchaser or transferee at time of sale or delivery of  vehicle, if the purchaser or transferee has made all agreed upon initial payments for vehicle, including delivery of a trade-in vehicle without hidden or undisclosed statutory liens. See Indiana Code 9-17-3-3
Delivery of Vehicle Without Certificate When seller is a vehicle dealer licensed by state of Indiana, and vehicle dealer is not able to deliver title at time of sale, but dealer reasonably believes that it will be able to deliver title, without lien or an encumbrance, within twenty-one (21) day period, dealer provides purchaser with an affidavit, and purchaser has made all agreed upon initial payments for vehicle, including delivery of trade-in vehicle without hidden or undisclosed liens, then vehicle may be delivered without certificate. See Indiana Code 9-17-3-3
Holder of Certificate of Title The bureau delivers certificate of title to the person who owns vehicle if no lien appears on certificate of title. If a lien or encumbrance does appear, the bureau must deliver certificate of title to person named to receive certificate of title in the application for title. See Indiana Code 9-17-2-11

ARTICLE 23 Vehicle Manufacturers, Distributors, and Dealers
Licensing   The following persons must be licensed under this article to engage in the business of buying or selling motor vehicles:
        (1) An automobile auctioneer.
        (2) A broker.
        (3) A converter manufacturer.
        (4) A dealer.
        (5) A distributor.
        (6) A distributor branch.
        (7) A distributor representative.
        (8) A factory branch.
        (9) A factory representative.
        (10) A manufacturer.
        (11) A transfer dealer.
        (12) A wholesale dealer.
